Allen Masters serves as the Associate Vice President at Daytona State College. He is responsible for both Maintenance Operations as well as Planning and Construction. He has over 30 years of facilities experience, with 15 years in higher education, including Eastern Florida College and the University of Florida. He is a Certified Educational Facilities Professional through APPA and has held certifications in LEED and Green Globes. He is a member of APPA, SRAPPA, FLAPPA and FEFPA. He currently serves on the FLAPPA board as president.

Vice President of Financial Affairs
Bill Griffin serves as Vice President of Financial Affairs for the Florida Chapter of APPA (FLAPPA) and is VP of Plant Operations & Facilities Management for Oak Hammock at the University of Florida in Gainesville, Florida. He leads facilities operations, maintenance, and capital projects for a large continuing care retirement community, supporting safe, efficient, and high-quality environments for residents and staff.
A Certified Educational Facilities Professional (CEFP), Bill brings broad experience in facilities leadership, construction oversight, and organizational management. He is committed to advancing best practices in facilities management and providing strong financial and operational stewardship in service to FLAPPA and its members.

Ron Dalton
Past President
Ron Dalton is the outgoing President of FLAPPA and served as President since 2023. Ron is the Director of Maintenance Operations for Housing at Florida Gulf Coast University. He has also served at the University of South Carolina Upstate, University of North Carolina Greensboro, High Point University (NC), Ball State University (IN), and Louisburg College (NC). Ron also worked outside the field of higher education for 2½ years as a Human Resource Manager and Training Coordinator for Newell Rubbermaid’s Levolor Blind’s division.

Brent Dickson is a Business Development Account Manager with BELFOR Property Restoration, the world’s largest property restoration company. Based in Central Florida, Brent works closely with facility directors, property managers, risk managers, and executive leadership across multifamily housing, healthcare, higher education, hospitality, and commercial facilities.Brent is a Florida Licensed Certified General Contractor (CGC) and Certified Apartment Supplier (CAS) with more than 20 years of experience in construction, renovation, restoration, and catastrophe response. Over the course of his career, he has been involved in more than $100 million in repair, restoration, and reconstruction projects throughout the Southeast United States, including apartments, condominiums, hotels, senior living communities, hospitals, educational campuses, and commercial buildings.
